3. National policies on waste

Biodegradable municipal waste strategy:

The Decree nº152/2002, which transposes Directive 1999/31/CE, establishes the need to define a national strategy for the reduction of biodegradable waste to be disposed of in landfills. At July 2003 the Institute of Waste (Instituto dos Resíduos) presented the National Strategy for Reduction of Biodegradable Urban Waste from Landfills (ERB- Estratégia Nacional para a Redução de Resíduos Urbanos Biodegradáveis destinados a Aterros), with the purpose of fulfil the targets established in 1999/31/CE Directive.
The Strategy implements the targets set by the Directive 1999/31/CE:

In order to reduce BMW going to landfills the National Strategy has established the next priorities to be promoted in Portugal:

Portugal has set targets for the increase of separate collection of food and garden waste initially only from the main source such as restaurants, canteens, supermarkets and at a later stage also from private households. In future only separately collected biodegradable waste will be composted. Back yard composting will be promoted.

4. Instruments

Purpose of instrument Fillers/Importers and Distributors of packaging must either set up a Deposit and Take-Back System (for reusable packaging) or develop an Integrated Recovery System (for non-reusable packaging). Without fulfilling such requirements companies are not allowed to operate in the market place since the referred legal framework came into force, on January 1st 1998.
Revenues produced by Fillers/Importers and Distributors of packaging
The licence fees are calculated according to the weight of the respective packaging material put into the Portuguese market.
Targets By the end of 2005 50% of the overall packaging weight must be recovered and 25% of this must be recycled, with a minimum goal of 15% per material.
Collection schemes Sociedade Ponto Verde, S.A. (SPV) became entitled to set up and run the Integrated Recovery System on behalf of industry and trade retailers.
Municipalities take over the multi-material collection and sorting of household packaging waste and are reimbursed by SPV for the additional cost incurred as a result of these operations. In addition, they are also entitled to receive financial and technical support from SPV for PR campaigns undertaken to gain or increase public acceptance for the selective collection programmes implemented by them.
